CP’s ‘permission policy’ confusing citizens

NASHIK: Police Commissioner Deepak Pandey took over the charge of city Police Commissioner a year and a half ago. Since then, for one reason or another, he has been in the news. At present, the ‘permission policy’ he has adopted is becoming a headache for the common man. It has been made mandatory to obtain permission before conducting any form of the public event within the limits of the Commissionerate of Police.

For this, a Window Scheme has also been launched at the Commissionerate. However, while obtaining all these permissions, it is becoming an uphill task for the commoners. Although these restrictions, enforced during the Corona period, are now being relaxed, questions are also being raised from various quarters as to why these norms are being tightened.

Meanwhile, after assuming office, the police were tasked only with policing and checking vehicle owners’ licenses, raiding illegal trades. An order in this regard was also passed. Therefore, the district administration also took note of this and held a meeting of all the senior officers of the district to discuss where the help of the police would be needed.

As a result, a coordination cell was set up in the District Collector’s office to maintain law and order; The number of this coordination cell available for the citizens was 09405869940. Complaints were called on this number through WhatsApp and were sent to the concerned department.

For this, only complaints about illegal trades were being received mainly from the citizens and the complaints were being sent to the concerned department’s e-mails as well as to the officials of the concerned department for immediate action. The District Collector had directed the concerned departments to take action on the complaints and send the action report to the e-mail of the coordination cell within the given time.

Initially, the Commissioner of Police (CP) had set up a coordination cell through correspondence and got applause from everyone. However, over time, all the officers at the Commissionerate were belonging to the Office of the Commissioner of Police, so by issuing many orders, they have taken other departments to the task.

The Nashik Municipal Corporation has relatively more powers to put up banners in the city, to hold public events. But to prevent the city from being disfigured, the CP exercised his powers and issued orders stating “permission first, then the banner”. In that too, the design of the banner would first have to get final permission from the Commissionerate, then it would get a no-objection certificate from the Municipal Corporation and then the banner would be put up.

It also ordered that those with a criminal background should not have space on the banner. The people’s representatives in the society have been charged with several offences for one reason or another. Therefore, a joint meeting was also held between the interim municipal commissioner, police commissioner, and people’s representatives.

As nothing was achieved from this meeting, however, the CP succeeded in maintaining his supremacy. It is a fact that the people’s representatives in the society have the right to agitate for the rights of the citizens as well as against the wrongdoings of the established body.

Ordinary citizens are required to submit documents if they want to hold an event in a hall or open space. Citizens’ inconvenience has been increasing in this regard. About the Single Window scheme, there is a list on a display of what documents are required.

There is an unannounced rule that these documents must be fulfilled to enter this hall. As these documents are being requested from various departments, it is not possible to get them in a single bunch.

In a cell opened under the Single Window scheme in the Commissionerate, the general public is asked to complete the paperwork. The citizens do not know exactly what documents to bring. The citizens also said that the officers on the respective posts are constantly out for meetings.
