Police have to go through investigation into criminal incidents, collection of evidences, prohibitory action and hearing of pending cases in court, but criminals are benefitted by shortcomings that remain during investigation. Evidences and reports collected by police become useless in the court. Investigating officers table reports in the court after collecting evidences. If there are shortcomings in it, suspects get benefitted.

As a result, accused are acquitted. The city police have decided to appoint three legal officials to remove shortcomings and to table substantial evidences from legal point of view. Legal advisors will be appointed at the city police commissionerate and Circle I and II. Action is taken against hardened criminals under MCOCA and MPDA acts, but these proposals are returned by home ministry due to various reasons and shortcomings. The legal advisors will study minute details in them and it will becom possible to send proposals with every detail.
