7th Pay Commission in NMC : Committee formed for reforms as per recommendations
Nashik: Following the announcement of 7th Pay Commission by the central government, worker unions in the Nashik Municipal Corporation (NMC) are demanding to implement it. However, they are alleging that the NMC administration is creating hurdles in its implementation.
In the meantime, Municipal Commissioner Radhakrishna Game has formed a committee of seven under the Additional Municipal Commissioner to reform pay grades of NMC employees as per recommendations by the 7th Pay Commission. Game issued an order regarding this on Thursday (April 11).
The committee of deputy municipal commissioner (admin), chief finance and accounts officer, deputy municipal commissioner (tax), director, information and technology, director, solid waste management and member secretary, assistant municipal commissioner (admin).
This committee will study all the facts as per instructions by the central government and will table figures regarding this to the Municipal Commissioner. As much time will be passed in it and implementation of the 7th Pay Commission will be delayed due to this, employees are strongly disappointed.
At present, 5002 employees are working on various posts in the NMC. The committee has been formed to show pay grade of these employees as per the new Pay Commission, fixation of pay scale since January 1, 2016, as per provisions in the Maharashtra Civil Service (revised pay) rule, to calculate arrears and rise in NMC expenditure on pay according to this, budgetary provisions, 35% expenditure on establishment fixed by government, to take a decision about providing arrears considering NMC expenditure and revenue and to take government approval as per the section 51 (4) of the Municipal Corporation Act.
Get all the documents which will be required for this take from all department heads and the assistant municipal commissioner (admin) should table them before the committee, the order has mentioned.
The proposal will be prepared for govt approval The committee will review grade wise sanctioned pay scales of the NMC establishment and pay grades which are not recognized by the government.
After verifying all the facts, a proposal regarding this will be tabled before the General Body Meeting. Thereafter a proposal will be prepared to take government’s approval for pay grades as per provisions in the Municipal Corporation Act.
