Nashik : Provide momentum to Nagpur-Mumbai Samruddhi expressway project. Hold discussions with farmers in those areas from where opposition is being made to the expressway and find out the way and start a process to purchase land directly through negotiations from those villages where land measuring has been completed, ordered Chief Secretary Sumit Malik. A review of the Samruddhi expressway project was taken in the district collectorate through a video conferencing.
When there is opposition for the Samruddhi expressway project across the state, government declared gat numbers for private negotiations to purchase land and has started rate fixation process. Rate fixation process took place in Nagpur first and it is going on in Wardha and Thane. Rate fixation is being also conducted in Nashik, where highest number of farmers are opposing this project. Orders have been issued to declare these rates within 15 days.
Nagpur-Mumbai Samruddhi expressway which is an ambitious project by state government has to be completed by October 2019. The process including land acquisition to be completed and construction of the express way will be started from October 2017.
As a first part of this land will be purchased after private negotiations for land acquisition. It is expected to fix rates for land purchase which are necessary, but opposition is being shown in most districts. There was possibility of delay in work. State mechanism was in dilemma. It was decided then to purchase lands directly from farmers. It has been informed that concerned farmers have been called for negotiations after publication of gat numbers. Rate fixation of lands will now be tabled before them.
The rates will be fixed jointly by public works department, revenue and secondary registration department after taking into account transactions which took place at every place in last five years and ready reckoner rates. Thereafter lands from farmers will be taken by informing how farmers will benefit.
After completion of rate fixation process, highest rates will be considered and rates likely to be finalised by adding 25% more amount. The review of the survey of the districts from which this expressway will pass was also taken. Orders have been issued to concerned officials to provide momentum to work to complete this project in time.
